Abstract
The differences between the two directives are numerous, but in most cases the new Directive is limited to deepen and to better specify the aspects that could be interpreted too widely, it is absolutely noted that Directive 86/609/EEC had on one of the main purposes (Article 1) "... .. prevent the establishment and functioning of the common market will be compromised, particularly through distortions of competition or barriers to trade "while 2010/63/UE same article states:" Since the adoption of this Directive (86/609/EEC) Further differences emerged among the member states ... ... These disparities are likely to constitute barriers to trade of products and materials ... .... " The new directive is therefore tend to specify more clearly what was only sketched in the previous, in an effort to reduce disparities lining up his level of welfare.
Italy, thanks to national legislation still in force (DLT 116/92), is certainly among the states in the interests of animal welfare and the quality of research, has implemented Directive 86/609/EEC in the manner more accurate, precise and restrictive. The changes necessary to implement the new directive will then be minimal and oriented, in my opinion, more a review of the form (quantity and quality checks) than in substance.
